1929: "In the Central Section, it was found after considering the Government organization in the Laurentide National Park, that a tower would be an important asset on the Montmorency watershed, which the Anglo-Canadian Pulp & Paper Mills is interested in. These limits have been operated extensively during the last few years, and may be considered particularly dangerous, on account of the accumulated slash and heavy circulation which the limits are exposed to. Proximity to Quebec City is another factor increasing the fire hazard. All points considered, the most logical tower site was found to be near Lake Boutet, and on completion of the tower, we found the territory was covered, the range overlapping a good deal on the area viewed from the neighboring observation post on the Turcotte River."
